 <title>A Republican Plan for the Future</title>

 <description>&lt;div class=&#039;rss_teaser&#039;&gt;&lt;p&gt;Below is a Letter to the Editor, written by Republican Leader Brian Bosma, published on October 19th.&lt;/p&gt;&lt;blockquote&gt;&lt;p&gt;With the election just weeks away, most Hoosiers are focused on the
presidential and gubernatorial races. Of equal importance, however, is
the race for the Indiana House of Representatives.  The decision as to
who leads our state in 2009 and beyond is critical. Our children’s
future depends on it. &lt;br /&gt;
&lt;br /&gt;
Let’s look at the record.  &lt;br /&gt;
&lt;br /&gt;
The reforms enacted in the Republican led session of 2005-06, were
referred to nationwide as “once in a generation.”  New jobs moved to
Indiana in record numbers, and current employers expanded their
workforce. Ratings by Forbes magazine, the Tax Foundation, Chief
Executive Magazine, CNBC and others rank Indiana near the top in job
attraction and economic development, a direct result of these historic
reforms.&lt;/p&gt;&lt;p&gt;Republicans inherited a budget which was wildly out of balance, with a
$550 million deficit and $721 billion in debt to Indiana schools,
cities and universities. Rather than raising taxes, Republicans
concentrated resources on education, health care and child protection,
and cut or straight lined everything else. We repaid debts and adopted
the tightest budget in 55 years with no tax increases, gimmicks or
deficits, for the first time in a decade. &lt;/p&gt;&lt;/blockquote&gt;&lt;/div&gt;&lt;div class=&#039;rss_body&#039;&gt;&lt;blockquote&gt;We placed legislative proceedings on the internet, created the Inspector General to attack government corruption, enacted historic infrastructure funding, repealed lifetime legislative healthcare enacted by our predecessors and much more.  &lt;br /&gt;&lt;br /&gt;This progress was no accident – it was a conscience effort by Republicans to turn Indiana in a new direction of reform, job creation and fiscal integrity.  We overcame the politics of the past, despite the opposition crying “no” at every turn.&lt;br /&gt;&lt;br /&gt;As November 4th approaches, House Republicans are again offering a strong vision for Indiana’s future.  Our “Hoosier Families First” agenda sets out the House Republican pledge to take immediate action on critical issues if we gain the majority. You won’t see these details from the other guys, and you never have.  They don’t have plan – really.  &lt;br /&gt;&lt;br /&gt;Our first commitment – keep more taxpayer money where it rightly belongs – in the hands of the taxpayer.  We pledge as our first order of business to pass the constitutional amendment to permanently cap your property taxes.  You deserve a property tax guaranty, and House Republican candidates have pledged to pass one.  The opposition has not.&lt;br /&gt;&lt;br /&gt;Our second order of business is to pass an honestly balanced budget with no tax increases. The prior record of bloated, Democrat deficit budgets speaks for itself. &lt;br /&gt;&lt;br /&gt;We also call for a strict state spending cap limiting future budget growth to the average increase in statewide income, saving taxpayers millions of dollars. &lt;br /&gt;&lt;br /&gt;On the job creation front, House Republicans back incentives for Indiana’s 19 statewide technology parks - incubators for business growth - that will lead to thousands of additional high-wage jobs.  We offer support to Hoosiers investing in renewable and alternative energy technologies, a proposal that will help reach our goal of making Indiana a leader in energy independence.&lt;br /&gt;&lt;br /&gt;We also propose to address our next economic challenge – an undereducated workforce.  Indiana ranks 44th in the nation for adults with bachelor’s degrees.  We support “Hoosier Hope” scholarships for every student graduating with a B average or better.  This lottery funded program will provide the equivalent of Ivy Tech tuition, which could be applied to any Indiana institution of higher education.&lt;br /&gt;&lt;br /&gt;To help prepare those students for future success, Republicans propose to focus more funding on classroom instruction and award bonuses to teachers who pass voluntary competency tests in their area of expertise.  &lt;br /&gt;&lt;br /&gt;Indiana’s future is the biggest issue of this election. The contrast is stark — the same Democrat leadership based on the politics of the past or Republican leadership focused on a solid, successful agenda for Indiana’s future. It should be a clear choice.&lt;/blockquote&gt; &lt;/div&gt;</description>

 <title>House Republicans:  Putting Hoosiers First</title>

 <description>&lt;div class=&#039;rss_teaser&#039;&gt;INDIANAPOLIS — Republican candidates for the Indiana House of Representatives announced their “Hoosier Families First” legislative agenda in a series of news conferences throughout the state Thursday. The agenda is the House Republican vision for the 2009 session of the Indiana General Assembly. The proposals focus on strong taxpayer protection, creating high-wage jobs and energy independence, as well as promoting education opportunities for every Hoosier family.&lt;br /&gt;&lt;br /&gt;“The state must live within its means, just as Hoosier families and businesses are required to live within theirs” said House Republican Leader Brian C. Bosma.  “An honestly balanced budget is our promise, and we Republicans will adopt a budget with no deficits, gimmicks or tax increases. When House Republicans were in the majority in 2005, the General Assembly passed the first balanced budget in nearly a decade, the tightest budget in 55 years. House Republicans will assure fiscal integrity in 2009 and beyond.”&lt;/div&gt;&lt;div class=&#039;rss_body&#039;&gt;The agenda has three main sections:&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Taxpayer Protection:&lt;/b&gt; House Republicans have pledged to pass proposed constitutional property tax caps before addressing any other substantive measure.  The constitutional amendment would cap homestead property taxes at 1 percent of a home’s assessed value. Other permanent caps would be 2 percent of assessed value for farm and rental properties and 3 percent for business property.&lt;br /&gt;&lt;br /&gt;SJR 1 was approved in the last General Assembly session, so approval in this session would place the proposal on the November 2010 general election ballot, allowing Hoosiers to make the caps a permanent part of the Indiana Constitution.&lt;br /&gt;&lt;br /&gt;Other taxpayer protection measures include adoption of an honestly balanced budget without deficits, tax increases or gimmicks, a strong state spending cap, continuation of the proposed limitations on local government spending and automatic taxpayer refunds in the form of income tax credits when the state’s reserves reach appropriate levels.&lt;br /&gt;&lt;br /&gt;One mechanism for assuring continued state fiscal restraint is the adoption of a strict state spending cap. The proposed cap would be based on the average growth of personal income in Indiana over a six-year period, and a two-thirds majority vote of the legislature would be required to override the cap. Automatic taxpayer refunds would be required when state revenues exceed an agreed upon level, with taxpayers receiving the credit automatically on the income tax returns.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Better Paying Jobs/Building Energy Independence:&lt;/b&gt; Hoosiers deserve higher-paying jobs, and the state has resources that can position us to lead the nation in energy independence. These two ideas are related, and House Republicans will help create a stable supply of renewable home-grown energy while attracting new business investment and job opportunities to the state.&lt;br /&gt;&lt;br /&gt;Significant groundwork leading to Indiana’s economic recovery was enacted with a House Republican majority in 2005 and 2006. For example, new laws encouraged employers to move their businesses to Indiana or expand their Indiana businesses further; telecommunications reform brought hundreds of millions of dollars in investment and thousands of new jobs to the state; local governments were empowered with incentives to attract business to their areas; and Indiana became the only state in the nation to provide a mechanism for a fully funded 10-year road construction program.&lt;br /&gt;&lt;br /&gt;Other plans for energizing the economy:&lt;br /&gt;&lt;ul&gt;&lt;li&gt;Elimination of personal property tax on employers located in certified technology parks. The state has 19 certified technology parks throughout the state, where business ideas are grown and brought to life, providing thousands of high-wage jobs to 21st century workers. Removing this tax will spur business creation and job growth around the state.&lt;/li&gt;&lt;li&gt;Businesses will be encouraged to invest in renewable and alternative energy technologies such as solar energy, solar thermal electric technologies, wind turbines, fuel cells and energy-efficient buildings.&lt;/li&gt;&lt;li&gt;Individuals also will be encouraged to invest in renewable energy technologies, such as solar and wind power as well as hybrid and alternative-fuel vehicles.&lt;/li&gt;&lt;li&gt;The General Assembly will call on the federal government to open federal land, such as the Arctic National Wildlife Refuge in Alaska and the outer continental shelf.&lt;/li&gt;&lt;/ul&gt;&lt;b&gt;Hope for Hoosier Students:&lt;/b&gt; Indiana must concentrate on raising the education level of our work force if we are to attract new jobs in high growth industries.  House Republicans believe Indiana must prepare all students to succeed in the 21st century by raising the expectation that every student should be prepared for post high-school education, and granting additional resources to make that education affordable for every Hoosier family.  Indiana currently ranks 44th in the nation in the percentage of adults over 25 with a bachelor’s degree or higher.  &lt;br /&gt;&lt;br /&gt;The proposed Hoosier Hope Scholarship would provide a $3,000 grant per year for two years to every Hoosier student graduating with a “B” average or higher.  The grant could be used at any Indiana institution.  To remain eligible for the grant, which will increase to keep pace with annual tuition at Ivy Tech Community college, the student must maintain a “B” average in college as well.&lt;br /&gt;&lt;br /&gt;The Hoosier Families First plan also raises the expectation that more of our education funding must reach Hoosier classrooms. Currently, about 61 percent of education spending makes its way to the classroom. House Republicans hope to increase that percentage to at least 65 percent. More dollars sent to the classroom means better-paid, more proficient teachers and smaller class sizes.&lt;br /&gt;&lt;br /&gt;We must also take steps to assure that a qualified teacher is in every Hoosier classroom. Under the Hoosier Families First agenda, teachers who voluntarily take and pass competency tests in their teaching areas would receive a bonus of $1,000 per year for five years. Jackie Walorski (R-Jimtown) “This kind of testing without parental consent led me to go on a petition drive that collected more than 12,000 names and eventually resulted in a state law requiring written parental approval before screenings such as this.&lt;/p&gt;&lt;/blockquote&gt;&lt;blockquote&gt;&lt;p&gt;“The court, through its ruling, reaffirms parents’ right to control their children’s mental and physical health and wellbeing,” Rep. Walorski said, “and it sends a message to schools and agencies that they should be very, very careful about interfering with parental prerogatives.”&lt;/p&gt;&lt;p&gt;“There are boundaries to keep schools and other agencies from interfering in the parent-child relationship,” Rep.  <title>Jacque Clements Comments on the New Amazon.com Jobs</title>

 <description>&lt;div class=&#039;rss_teaser&#039;&gt;Amazon.com announced plans this week to hire several hundred full-time positions for the new distribution center in Whitestown, northwest of Indianapolis. The online retailer plans to open the 600,000-square-feet center in Boone County in order to meet its Midwest demands. 

The announcement caught the attention of Jacque Clements, candidate running to fill Senator Jim Buck’s seat as State Representative in House District 38.
&lt;/div&gt;&lt;div class=&#039;rss_body&#039;&gt;“This is a big step in the right direction, but there is still much work to be done,” said Clements. “Senator Buck worked diligently to make HD 38 a better place to live, and I want to continue what he started by bringing in more jobs to the people of this great community.”


Open House events for will be held on Friday from 9 a.m. to 6 p.m. and on Saturday from 8 a.m. to 1 p.m. at the Boone County 4-H Fairgrounds Pavilion. Amason.com is hoping to have all positions filled for its late summer opening. The company also plans to hire more than 1,700 temporary employees during peak seasons.

Daniels and other Republican leaders have made creating jobs their top priority. However, some critics may say that Indiana’s economy is struggling because we can’t bring in and keep jobs in Indiana. But the recent announcement of companies bringing in new jobs for Hoosiers argues a different point. &lt;/div&gt;&lt;div class=&#039;rss_body&#039;&gt;For example, Affiliated Computer Services, Inc. will open its new customer care center today in Anderson, which is expected to create 500 new jobs for the area. Others include, Community Hospitals of Indiana Inc., which plans to propose an idea today for a new data center complex on the northeast side of Indianapolis. The date center will create 30 new jobs for the facility. 


Along with Daman Products Co., a hydraulic components manufacturer in Mishawaka, which plans to expand its operations, creating more than 20 new jobs and includes training opportunities for its current employees. And a partnership between LHP Technologies and Techtop Industries, Inc. is expected to bring in a $7.3 million investment and 62 new jobs for Bartholomew County by 2012.


Arguers can say what they want, but it seems that Indiana’s economy is on the right track; the track of creating new jobs to help Hoosier workers and their families.

Except for this time, there is no problem, but leave it up to them to come up with one. &lt;/div&gt;&lt;div class=&#039;rss_body&#039;&gt;&lt;p&gt;Indiana Democratic Party Chair Dan Parker was quoted in the &lt;a href=&quot;http://www.indystar.com/apps/pbcs.dll/article?AID=/20080519/BUSINESS/80519012&quot; title=&quot;Indy Star&quot;&gt;Indy Star&lt;/a&gt;, today, complaining that Gov. Daniels is running misleading campaign ads that “paint a rose-colored picture of the state’s economic growth.” Parker claims that since Indiana lost jobs in April, due to closings and strikes, Indiana’s economy should be struggling and not improving. 

&lt;/p&gt;&lt;p&gt;To Parker’s surprise, even though Indiana lost jobs in April, we still have an unemployment rate of 4.7 percent, according to the Indiana Department of Workforce Development.  Our unemployment rate remains below all the neighboring Midwest states and ranks lower that the national average, which is 5 percent. 

&lt;/p&gt;&lt;p&gt;Leave it to the Democrats to take something positive and try to turn it around to something it is not.

 <title>Hoosier Race Park: All Hype?</title>

That being said, it comes in no surprise that the area would want to find a new revenue-maker. Scott Reske and Terry Austin claim the newly renovated Hoosier Race Park in Anderson building a casino would be an end-all, be-all answer. Hoosier Parks is estimated to bring in 550 new jobs to the Anderson area. Interestingly enough, who will those jobs be going to and will it be enough to help the job-hungry area? 

&lt;/p&gt;&lt;p&gt;No one has ensured that the new jobs from the “racino” (dubbed by the &lt;a href=&quot;http://www.theheraldbulletin.com/breakingnews/local_story_134200711.html&quot; title=&quot;Herald Bulletin&quot;&gt;Herald Bulletin&lt;/a&gt;) will be offered to Anderson residents. Looks like Austin and Reske have all of their eggs in one basket, hoping the Hoosier Race Park will result in a thriving economy for Anderson. In all reality, how will 500 jobs, if actually promised to Anderson residents, really have a booming affect on the economy in that area? Only time will tell…

Thomas said ordinarily an incumbent should have an advantage when seeking
re-election; however, because of the unrest with the state restructuring of
property taxes, “this year, I am not sure it isn’t a disadvantage,” he said.
Because of that, Thomas said he will work hard to win the November election,
